They don't do feedback. They make it a point, since they have hundred of rejects that would probably ask for notes, and they simply don't have the time to provide comments for all. Well nothing can be 100% certain, that seems to largely be the case by the people reporting over the last few years. Almost always after midnight, and largely (but not entirely 100%) on weekends.
