    i think they can do that if they want. However, if they did do that they would be *******s! I have no idea how the whole process works, but i imagine each department would review their portfolio/application and then contact each other and make a decision from there. I prefer not to think about it.

    well... i believe that most schools have an application thats separate from the film program. So what you can do is apply online (through the common app maybe) and send your portfolio/film separate. Maybe that answered your question? That is what i did for NYU. I filed out the common app online...
