NEW UK Government Postgraduate Loans Scheme

Well it looks like in 2016/17 a new post graduate loan scheme will be available to students with a 2.1 or higher and under the age of 30. I'm 28 now and I've been offered an unconditional offer to study at NFTS in January 2016. It would be great if I'm eligible for this scheme considering that I will be classed as a 2016/17 student but when will this scheme take affect? Will students starting in January 2016 be eligible? When can we apply? So many questions.

Like many students that want to study a MA, I come from a low income family and I've already applied for funding and plan to apply for a career development loan but if this scheme is available to me I would much rather apply for this.

Anyone else starting in January 2016, do you think this scheme will only apply to students that start study in September 2016? I guess we won't find out till next year but if anyone has insight into this please let me and others know.
