Except for UCLA, directing programs are scheduling and holding interviews, and some have begun offering admission. Doesn't that seem to make UCLA less competitive?
Not necessarily. A lot of less competitive programs actually admit you earlier than the top programs to try and get you in the door before you potentially decide to go somewhere else. This is just the normal time table for UCLA's directing program. I believe it's seen to be slightly behind USC, NYU, and maybe AFI, but they're still a top program, and their application process in the past seems to have been working just fine. Their screenwriting MFA program is viewed to be on-par with any of the top programs, and its application process skews a little later than most as well.
Their directing program is a 4-year program too, so that differs from most of the other top programs. UCLA is also on a quarter system (they're in the final stretch of the Winter Term right now), so this time table might fall better for the instructors who are having to take the time to review applications and schedule/conduct interviews.
As with most aspects of these schools' application processes, almost none of it has any actual meaning. It's usually just simply what works best for them year-in and year-out. Remember that this is maybe our first or second time to go through this process. These schools have been going through this same process for decades on decades.
